Casey J. Estep is a Managing Director at FTI Consulting and is based in Pittsburgh, PA. She is part of the Health Solutions practice. Ms. Estep has over fourteen years of professional experience in the health care consulting industry, serving a variety of clients including for-profit and not-for-profit providers, various law firms, government programs, and payers. The focus of her work is on regulatory compliance and investigations and disputes.
As a key member of the Independent Review Organization (IRO) teams that have been engaged by healthcare providers under their Corporate Integrity Agreements (CIA), she has managed the annual reviews for several CIA work plans. Reviews typically include overseeing the claims review or arrangements review, conducting transaction testing, analyzing results and compiling recommendations, interviewing key client personnel, and preparation of the final reports which are submitted to the Office of the Inspector General (OIG). Clients include hospitals and health systems, pharmacy care providers, and device companies.
Ms. Estep has worked under privilege on a significant number of engagements, including provider self-disclosure reviews under the Department of Health and Human Service OIG Self-Disclosure Protocol, qui tam lawsuits, as well as a number of Department of Justice investigations. She has managed the complex documentation and coding reviews of medical records; InterQual® analysis of medical records performed by nurse reviewers; analysis of record review results; damage, exposure and benchmarking modeling; and preparation of final reports for counsel. She has also prepared presentations and analysis that is presented to the Department of Justice or other government entity either by herself and the FTI team or by the provider’s counsel.
She served as the Interim Compliance Officer and compliance expert for a behavioral health organization in Michigan, with a specific focus on Medicaid compliance. Key tasks included: revision of the system’s compliance program; training seminars for affiliate compliance officers, affiliate CEOs, and staff; investigations of compliance issues, including fraudulent billing at a provider; and revisions of policies and procedures related to the compliance program and HIPAA Privacy.
Over the years, Ms. Estep has been involved in various other engagements involving reviews of billing and coding practices and reimbursement issues, reviews of internal controls and compliance programs, and due diligence reviews for potential acquisitions.
Ms. Estep is certified in Healthcare Compliance (CHC) and is a member of the Health Care Compliance Associate (HCCA) and the American Health Lawyers Association (AHLA). Prior to joining FTI, Ms. Estep served as a Supervisor with McBee Associates, a management and financial health care consulting firm in Columbia, MD. She also spent over three years with Navigant Consulting and two years with Arthur Andersen LLP, both based in Baltimore, MD. She holds a Bachelor of Science from The Pennsylvania State University in Health Policy and Administration.
