Hugh Kelly is Managing Director at FTI Consulting, based in the London office. Mr. Kelly has over 25 years of finance experience as a regulator, accountant and banker. Prior to joining FTI Consulting he worked as a Director at KPMG. Mr. Kelly has worked on a number of projects including analysis of State Aid issues, cost benefit analysis, economic impact assessment and project evaluations. His most recent projects have focussed on the interpretation of cost orientation in regulation, profitability analysis in competition cases and in particular, the treatment of common costs in profitability analysis.
Prior to joining KPMG, Mr. Kelly was responsible for the financial analysis in investigations at the UK telecoms regulator, Ofcom, where he led numerous forensic investigations into pricing and costing. This included leading Competition Act cases relating to predatory pricing and margin squeeze in telecoms and broadcasting markets. He has been involved in a number of legal cases involving regulatory accounting topics and has acted as an expert witness to the UK Competition Commission and Competition Appeals Tribunal on cost allocation and accounting issues relating to charge controls in a number of cases.
Mr. Kelly is an expert in regulatory and competition finance, with a focus on telecoms but with experience across all regulated sectors. His experience across all aspects of telecoms regulatory and finance issues and deep understanding of regulatory topics has made him the preferred advisor for most UK telecom companies on these topics. He has successfully developed a consulting practice from scratch and demonstrated his technical expertise in expert witness reports for the Competition and Appeals Tribunal and Competition Commission. Mr. Kelly has sector experience in post, rail, energy and water and has spoken widely on regulatory and competition finance topics and been published in Competition Law Insight.
Mr. Kelly is a qualified Chartered Accountant and holds a BA in Accounting and Economics from the University of Kent.
