About William
William Kime is a Senior Managing Director at FTI Consulting and is based in Rockville. Prior to joining FTI Consulting in February 2008, Mr. Kime was a Senior Shareholder at Rubino and McGeehin. Mr. Kime provides consulting services to a wide variety of clients. Those services include litigation support and consulting services related to pricing of construction and government contract damages, analysis of accounting systems, and documentation and cost recovery in environmental cleanup cases. More specifically, these services have included assistance to contractors in contract closeouts, estimation and calculation of damages resulting from such actions as terminations, change in contract requirements or differing site conditions, and late exercise of contract options. This work has involved review of available documentation, pricing of damages, and preparation of a claim or Request for Equitable Adjustment due to delay or disruption. In the past, he has provided these services to public and private owners, and both large and small construction firms and government contractors.
His experience also includes assessing the adequacy of accounting systems and records of corporate clients and governmental units; determination of cost allocability and allowability under certain contracts; and assisting in negotiation of disputes. Mr. Kime has provided expert testimony in both Federal District and State Courts, the Maryland Board of Contract Appeals and numerous arbitrations and mediations. He has also provided assistance to government contractors for pre-award, cost incurred, and final close-out government audits. The public owners for which Mr. Kime has worked include the U.S. Department of Justice (DOJ) and the states of Maryland, Delaware, Pennsylvania, and South Carolina. Mr. Kime has also provided accounting and pricing services for large national and international contractors and small private companies.
Mr. Kime is extensively involved with environmental cost recovery actions prosecuted by the DOJ. As part of these efforts, he provides consultation to various government agencies including the DOJ and the U.S. Environmental Protection Agency on a variety of cost accounting and financial matters. He has also implemented computer-based cost accounting systems, including the system used to accumulate DOJ costs for Superfund cases based on the conversion of DOJ information provided in electronic format. He has provided these services in over 70 environmental cases.
Mr. Kime is a CPA. He received a B.S. in accounting from the University of Scranton.
