Javier Hernandez is a Chartered Quantity Surveyor and Architectural Engineer with over 20 years of experience in multi-disciplinary projects throughout Spain, Middle East, Ireland, Scandinavia, and the UK. Mr. Hernandez's considerable experience is in arbitration, conciliation, mediation and adjudication in Ireland and the UK, and his specialist skills is in risk, project and procurement management.
Mr. Hernandez is an accomplished leader with project and construction management expertise; he has managed high-value and complex projects internationally as demonstrated by successfully delivering eight healthcare projects (worth c. $3bn) on time, safely and to the Clients’ satisfaction as a Project Director. He has also undertaken several other Civil (Metro, Railways) and Building projects (education, residential, iconic-symbolic projects) in various Senior Commercial roles.
With experience of major international disputes, Mr. Hernandez has provided evidence and faced cross-examination in ICDR London under oath to ICC Tribunals during a complex dispute of c. $2bn. He has also been the project lead in a Main Contractor Quantum and Delay claim which involved assisting QCs, Lawyers and other experts on pleadings, expert reports, and witness statements in a four-year arbitration.
Equipped with extensive commercial and contract management experience of multi-billion construction claims, Mr. Hernandez has acted as a Dispute Adjudication Board (DAB) member under FIDC for negotiation of all quantum claims, delays and extension of times, and notices of dispute about termination of the contract.
Mr. Hernandez has also directed commercial and contractual aspects of PPP programmes (design, build, operate and finance -DBOF agreement) in Ireland and contractually and commercially managed PPP projects from inception to completion.
