Bill Cullo is a Managing Director in the Strategic Communications segment at FTI Consulting and is based Washington, D.C.  He leads the segment’s Research practice for the Americas.

For more than 20 years, Mr. Cullo has consulted clients in measuring, impacting, and shaping opinions through primary research.  Mr. Cullo is an expert in the design and application of communications research.  As the foundation for countless engagements, his research has produced insights for clients in the areas of message and ad testing, corporate reputation, crisis and issues management, and advocacy or change communications efforts. 

With a wealth of experience across a host of different industries and sectors, Mr. Cullo has particular experience in both the energy and transportation sectors.  Serving as the pollster for America’s Natural Gas Alliance (ANGA) for more than three years where his research was used to impact the political debate in striking the balance between increasing America’s production of shale gas through hydraulic fracturing and horizontal drilling and common sense regulatory reforms.  For more than eight years, Mr. Cullo served as the pollster for the public-private partnership building and operating Washington, D.C.’s first-ever dynamic toll lanes on the Beltway (I-495) as well as I-95.  In this capacity, his research was used in virtually every facet of the massive project from residents’ opinions of the toll lanes (495 Express Lanes and 95 Express Lanes), signage, marketing of the lanes, as well as the introduction of the new electronic transponder used by drivers in the express lanes. 

Mr. Cullo got his start in public opinion polling as a political consultant where he worked on races from city council to U.S. president in every state in the country as well as numerous international campaigns, e.g. Azerbaijan, Nigeria, and Kenya.  In 1996, Mr. Cullo served as the Deputy Director of Polling for Senator Bob Dole’s presidential campaign where he led the national tracking research. Following the political focus, Mr. Cullo went on to lead the research efforts for Qorvis Communications as well as serving as a senior counselor, in opinion research, for Mercury Public Affairs.

Mr. Cullo received a B.A in Political Science from the University of Pittsburgh.
