David Kwong specialises in advising on complex infrastructure projects, precinct regeneration, and public policy initiatives. With 15 years’ advising private and public clients in urban development, tourism infrastructure, water and energy, he has operated effectively at the interface between industry and Government.

David has a focus on business case development, options analysis, precinct development strategies, infrastructure prioritisation, economic impact analysis, program evaluation, project governance, policy / regulatory analysis and management of multi-disciplinary commercial and technical teams.

David's advice and expertise has resulted in the activation of urban areas, delivery of infrastructure and attracted investment in cities and regions. David actively engages and collaborates with clients to deliver solutions that apply his expertise with a client’s own intimate knowledge of a project to achieve outcomes.

Relevant Experience:

  • Project Director providing urban renewal, precinct activation and property transaction advice to the Queensland Government for State-owned land assets.
  • Project Director advising an international airline on the future market environment including how to respond to disruption as a result of COVID-19.
  • Leader of an international port infrastructure Master Plan that sets out the 30 year development vision to capitalise on future economic growth.
  • Project Director advising on the economic contribution of the portfolio of ports in Queensland and identifying strategies for the preservation of future expansion corridors.
  • Advisor to a Victorian Government client to define the economic contribution of ecotourism on the regional economy.
  • Advised the NSW Government on Infrastructure strategy and prioritisation as part of its regional development program.
  • Advised a confidential private proponent to quantify the commercial impacts of surrounding development on its operations.
