Cheryl Davis is a Managing Director at FTI Consulting in Washington, D.C. Ms. Davis is in the Information Governance & Compliance practice in the Technology segment. She is considered an expert in cyber resilience, response, and prevention.  

Prior to joining FTI Consulting, Ms. Davis served as the Director for Cyber Response Policy at the U.S. National Security Council at the White House where she led the development of whole-of-government responses to malicious cyber activity that threatened the United States and its allies. She was the lead advisor on U.S. – China cyber matters, including coordinating the implementation of the bilateral U.S. – China Four Point Agreement, which set the rules for theft of intellectual property by nation-state actors. Ms. Davis also worked across multiple branches of government, including the White House, law enforcement, national and domestic security bodies and various government agencies to develop and implement tools and policies used to meet critical cyber challenges and threats.

Before serving on the National Security Council, Ms. Davis was the Principal Director for Cyber Policy at the Department of Homeland Security where she worked to coordinate and unify the Department’s cyber policy positions. Prior to joining the Department of Homeland Security, she served on the staff of the Office of the Secretary of Defense where she focused on cyber and intelligence policy issues, including those integral to the establishment of the U.S. Cyber Command, which plans, synchronizes and conducts activities related to military cyberspace operations.

Ms. Davis serves on the Advisory Board for Boston College’s Master of Science in Cybersecurity Policy and Governance program, and she is a member of the International Association of Privacy Professionals.

Ms. Davis holds a B.S. and M.S. in Chemical Engineering from the Pennsylvania State University.
