Richard Baxter is a Senior Managing Director at FTI Consulting. Mr. Baxter is Head of Indirect Taxation within European Tax Advisory and is based in London.
Mr. Baxter has over 25 years’ experience working in indirect tax. He has worked extensively with large corporates on domestic and international VAT issues. Mr. Baxter has spent significant time also in in- house roles notably as interim VAT director at Warner Chilcott following its acquisition of P&G Pharmaceuticals in 2009-10.
Prior to joining FTI Consulting, Mr. Baxter was head of the UK Indirect tax team at Andersen. After Andersen, he spent six years at Deloitte working primarily in the areas of tax litigation and also in developing One Source Indirect Tax (formerly AbacusVAT) and building up the indirect tax technology and assurance practice. From 2009 Mr. Baxter was Head of the Global Indirect Tax Service Line at Taxand.
Mr. Baxter has worked extensively for both the private and public sectors and across a wide variety of industry areas.
Mr. Baxter has advised major UK and US multinationals on their key international VAT issues, VAT recovery and establishment issues. He has advised a number of telecommunication groups on their international tax liabilities as telecommunications markets were deregulated in the mid-1990s. His clients included Infonet Services Corporation, DACOM, Hutchison 3G, Iridium, Inmarsat, FLAG Telecom and Interoute Communications.
He has worked with the finance and real estate sectors on partial exemption, transaction-based VAT planning and wider indirect tax compliance issues. Clients have included Computershare, Lehman Brothers, Chiyoda Life Realty, Big Yellow Self Storage.
He has managed VAT technology applications projects, including SAP sensitization and other technology implementations. Clients included Shell, P&G Pharmaceuticals, General Electric, and Lloyds Banking Group.
In the area of litigation, Mr. Baxter has negotiated extensively with Tax Authorities at senior levels in the UK and Europe and managed cases to VAT Tribunal, the Higher Courts and European Court of Justice. Clients included First Chicago, Oriel Group, Condé Nast.
Whilst at A&M, Mr. Baxter has served in a number of interim management roles notably for Lehman in Chapter 11 where he dealt with complex potential tax litigation issues surrounding the settlement of the commodities’ trades.
Mr. Baxter has served as interim management within P&G Pharmaceuticals where he acted as full-time interim VAT counsel to Warner Chilcott in the US and for the public sector he has led projects in Europe and the Americas relating to the effective implementation of tax reform programs and he has just completed a review of the work of the Task Force for Greece for the European Commission
Mr. Baxter is a Member of the Chartered Institute of Taxation. He studied Philosophy, Politics and Economics at the University of Oxford.
