Mr. Otruba is experienced in the complex analysis of construction projects on many different types of engagements including the assessment of schedule delays, project costs, productivity and damages among other items. Mr. Otruba has experience with a variety of construction projects including residential buildings, commercial buildings, hotels, high rises, transit system projects, stadiums, petrochemical facilities, manufacturing facilities and roadway projects, among others.
Mr. Otruba has prepared expert reports for attorneys and clients related to many different aspects of construction litigation. He has experience in the fields of schedule delay analysis and critical path method scheduling. The time related analyses performed by Mr. Otruba have been both prospective and retrospective and were used on active construction projects as well as forensically used in project litigation support. Mr. Otruba has also performed project cost, damages, estimating and productivity analyses on many different types of construction projects. He has reviewed and analyzed change orders, errors and omissions claims, extended overhead costs, overtime and acceleration claims, equipment costs, material escalations and labor inefficiencies. In addition, he is experienced in the preparation and evaluation of insurance related claims and proof of loss statements. He has also given presentations and seminars to various groups related to construction topics including project scheduling, delay analysis and construction cost analysis.
In addition to his claims consulting work, Mr. Otruba also provides project management oversight services to clients. He has experience in the management of active construction projects and has also scheduled projects during construction including pumping stations, wastewater treatment facilities, roadways, buildings and transit projects. Earlier in his career, Mr. Otruba was a Civil Design Engineer responsible for the design and construction oversight of roadway improvement projects.
Mr. Otruba has a B.S. in civil engineering from Syracuse University and is a member of the adjunct faculty of The New York University Polytechnic School of Engineering.
