Paul Hirst is a chartered civil engineer with 25 years of industry and consulting experience supporting clients to deliver some of the world’s largest construction projects. Paul’s experience covers a broad range of sectors, including transport, power and utilities, nuclear, real estate, oil and gas and defence.
Paul is part of FTI Consulting’s Construction, Projects & Assets practice and leads the Advisory & Transformation service offerings in Europe, the Middle East and Africa, with a specific focus on the UK.
Paul spent the early part of his career working in industry, delivering high profile projects where he was responsible for engineering development, procurement, commercial management and project execution of large infrastructure projects. This allowed him to understand the challenges associated with delivering complex capital projects and how they can be overcome.
Since then, Paul has spent the last 18 years working in Big Four consulting organisations, helping clients to improve the setup and delivery of their construction and infrastructure projects through a range of expert-led solutions, including delivery model selection, transforming program controls and reporting arrangements, target operating model development, Project Management Office (‘PMO’) set up, independent project reviews, project turnaround and optimization, and helping clients to harness technology to improve delivery.
Paul’s international experience includes the UK, United States, Russia, Africa and the Middle East.
Relevant Experience:
- Setup and run of a client-side development PMO over a circa $10 billion real estate development program
- Delivery strategy and operating model for a major development program comprising circa 30 different asset types
- Program controls transformation for a client delivering a multibillion-dollar defense capital program
- Capital project delivery review for a major airport to identify delivery improvement and optimizations
- Design of a new organization and delivery strategy to execute a multibillion-dollar capital program
- Independent schedule and cost review on a £1 billion power station to evaluate the true health of the project and likely outturn position
- Creation of asset management strategy and dynamic model to determine a 25-year asset replacement and renewal strategy for 1150km of track asset for a major transport provider
