About Tom
Tom Anapolis is a Senior Advisor at FTI Consulting, bringing more than 40 years of experience leading operations, developing policy and advising across the public and private sectors. Tom’s expertise includes gaming, organizational management, process improvement, labor relations, regulatory oversight, contract negotiations and program management. He advises clients on regulatory and operational matters, drawing on his extensive public sector experience.
Prior to joining FTI Consulting, Tom served as Director of the Division of Gaming at the New York State Gaming Commission, where he oversaw regulatory compliance across video lottery gaming, commercial casinos and sports wagering. He guided the launch of both brick-and-mortar and mobile sports wagering and was responsible for monitoring operator compliance, addressing underage gaming concerns and maintaining the integrity of gaming operations and patron protections.
At the Commission, Tom also led staffing and operational planning efforts, reviewed applicant submissions and supported the development of regulatory frameworks governing commercial gaming facilities, including internal controls and standard operating procedures. Additionally, he issued Notices of Violation and, when warranted, levied fines across casinos, video lottery terminal (“VLT”) facilities and sports wagering operators for noncompliance.
Tom worked closely with local, state and federal law enforcement agencies and collaborated on licensing and regulatory matters involving operators and applicants. Following the launch of sports wagering, he reviewed operator requests, coordinated with regulatory bodies to ensure compliance with league integrity policies and monitored potential irregularities in sporting events.
Earlier in his career, Tom spent more than 20 years with New York State United Teachers (“NYSUT”), including serving as Executive Director and Chief Operating Officer. In these roles, he oversaw operations for an organization representing more than 600,000 members. He also served as Deputy Mayor and Chief of Operations for the City of Schenectady.
