Stéphane Woerther is Managing Director at FTI Consulting and is based in Paris France, where he leads the Energy Project & Climate Finance activities.
With more than 20 years of professional experience, Stéphane has developed a deep expertise in financial advisory services in the energy and infrastructure sectors, as well as on emerging climate and carbon finance issues.
Prior to joining FTI Consulting, Stéphane’s career took him through internationally renowned institutions such as NASA, ENGIE and Lazard, after which he established his own financial advisory firm, Philae Advisory, which he successfully established as a leading advisory firm in the energy sector and emerging markets.
Serving as an advisor to financial institutions (banks, funds, development financial institutions (‘DFIs’) and export credit agencies (‘ECAs’)), governments and corporates, Stéphane's roles have primarily centered on structuring, financing, restructuring and M&A for a broad spectrum of strategic energy and infrastructure projects. These projects include thermal and renewable independent power producers (‘IPPs’), liquefied natural gas (‘LNG’), transmission lines, telecom and transport projects, across various jurisdictions, in both developed and emerging markets (such as Africa and East Asia).
Stéphane also lectures on project finance at École des Mines, University Paris-Dauphine and IFP School, with a focus on a case study involving the financing, valuation and financial restructuring of an IPP project.
Relevant Experience:
- Advisor to a group of lenders (DFIs, ECAs and commercial banks) on the restructuring of $400 million debt of Ghana’s largest gas-fired IPP, post the project’s contractual restructuring agreed with the Government of Ghana
- Project finance expert on arbitration for a major oil and gas company against a U.S. LNG project company
- Advisor to the Togolese Ministry of Education and public utility on negotiating commercial terms of emergency gas-to-power solutions
- Advisor to Northern European transmission system operators (‘TSOs’) on the setup of an investment platform aiming at financing power grid interconnectors to connect offshore wind farms (‘OWFs’) in the North Sea
- Advisor to the Government of Mauritania on a gas-to-power project, including on cross-border power purchase agreements (‘PPAs’) with Senegal and Mali
- Advisor to the Government of the Democratic Republic of the Congo (‘DRC’) on designing and auctioning private concessions for the electrification of large urban centres in DRC
- Advisor to the Government of DRC on the setup of a carbon credit fund
- Advisor to the Papua New Guinea (‘PNG’) Government on the state’s equity financing in the USD18 billion PNG LNG project
- Advisor to EDF on the financing of solar IPP portfolio across Europe
