Frances Chen, Esq.

Frances Chen is a Managing Director in the Technology Consulting team of FTI Consulting. Ms. Chen brings 17 years of combined experience spanning legal services, technology startups and legal technology. She specialises in designing customizable, technology-driven workflows for internal investigations, regulatory inquiries, data breaches and litigation. An expert in managed document review and complex litigation workflows, she applies advanced expertise in e-discovery, data analytics, anti-money laundering, digital risk, compliance and artificial intelligence.

As a licensed attorney, Ms. Chen integrates industry insight with legal acumen to guide clients through complex legal and regulatory landscapes in China and internationally. She often serves as the primary point of contact, ensuring consistent strategy, efficient resource allocation and tailored workflows for high-stakes engagements — delivering cost-effective, results-oriented consulting services.

Before joining FTI Consulting, Ms. Chen began her career in the United States, later relocating to Mainland China, where she successfully founded the document review country practice for FTI Consulting. Leading FTI Technology’s Acuity Review team in Asia, Ms. Chen has built and scaled this global practice, developing in-house document review teams trusted by clients for e-discovery and compliance matters. She advises multinational corporations and law firms across sectors such as healthcare, life sciences, finance, pharmaceuticals, biotechnology and technology/telecommunications, focusing on strategic workflow development to address data challenges and mitigate risks.

Drawing on her background as a startup CEO, Ms. Chen brings entrepreneurial thinking and practical know-how to her work. Additionally, she is a frequent speaker at international conferences and compliance training events for executives, and has been a guest lecturer in IESE Business School’s Executive M.B.A. program on China’s business environment and government relations.

• Provided advisory services to a technology company, leading complex matters to address global risk and compliance concerns and enhancing the client’s worldwide compliance framework
• Advised a global fintech company on internal investigation and cross-border regulatory compliance needs, including designing a data collection plan, document review workflow and strategies and managing the document review process
• Led an e-discovery matter across China and the United States for an international life sciences company, formulating data collection and processing strategies for nearly 100 custodians, designing multilayered document review workflows and resolving data-related challenges involving more than 1 million documents
