Jeff Chan

Jeff (Tsung Fai) Chan is a Chartered Quantity Surveyor and Senior Director in the Construction industry. Mr. Chan specialises in construction disputes and has more than 16 years of international experience on major infrastructure, energy and commercial development projects. He is highly skilled in the forensic analysis and evaluation of complex quantum issues, including variations, prolongation, disruption, termination and final account disputes.

Mr. Chan has significant experience supporting testifying quantum experts in complex litigation, adjudication and international arbitration proceedings, including matters under International Chamber of Commerce (“ICC”), London Court of International Arbitration (“LCIA”) and International Centre for Settlement of Investment Disputes (“ICSID") rules. He advises legal co, contractors, employers and expert witnesses on high-value, technically complex construction disputes.

His project experience includes disputes related to airports, rail networks, highways, data centers, oil and gas facilities, floating production storage and offloading (“FPSO”) projects and large-scale residential and commercial developments across Europe, the Middle East and Asia.

Before specialising in dispute resolution, Mr. Chan worked for leading main contractors in the United Kingdom and Hong Kong, gaining practical experience in quantity surveying and commercial management. He has in-depth knowledge of multiple construction contract forms, including the Joint Contracts Tribunal (“JCT”), the International Federation of Consulting Engineers (“FIDIC”), the New Engineering Contract (“NEC”), the Hong Kong Standard Form of Building Contract and the General Conditions of Contract for Civil Engineering Works.

Mr. Chan joined FTI Consulting in 2021 after three years with a leading expert services consultancy in the United Kingdom. He has led the preparation of expert reports, managed complex engagements and coordinated directly with legal teams, clients and external experts on dispute matters.

Mr. Chan holds a Bachelor of Science with Honors in Surveying from The Hong Kong Polytechnic University and a Master of Science in Construction Economics and Management from University College London. He is a Chartered Member of the Royal Institution of Chartered Surveyors (“RICS”), a Member of the Hong Kong Institute of Surveyors (“HKIS”), a Member of the Chartered Institution of Civil Engineering Surveyors (“CICES”) and a Senior Associate Member of The Academy of Experts. He is currently pursuing a Master of Laws in Construction Law and Arbitration at Robert Gordon University.

In addition, Mr. Chan has delivered guest lectures on tendering, estimating and forensic quantum analysis to students at the School of Architecture, Building and Civil Engineering at Loughborough University.
