Michael Neill is a chartered quantity surveyor and quantum expert with more than 25 years of construction industry experience. Michael is an accredited expert witness and has been appointed as a quantum expert witness in adjudication and arbitration arising in London, the Court of Session in Edinburgh and the Technology and Construction Court in London (‘TCC’). He has also been appointed as a quantum expert witness in disputes arising in both Aberdeen and Glasgow Sherriff Court.
Michael’s expert appointments include providing opinion on matters such as the cost of remedial schemes associated with defective workmanship; measurement and valuation disputes; interrogation of the reasonableness of construction costs; final account disputes; and the valuation of compensation events under New Engineering Contract (‘NEC’) agreements.
Michael previously worked for multinational contracting organisations, latterly acting as commercial lead responsible for all commercial aspects of construction projects. He also has extensive pre-contract and post-contract project experience encompassing the education, retail, leisure and commercial sectors of the construction industry.
Michael has advised clients on contractual and commercial matters and prepared adjudication submissions, expert reports and claim documents in relation to construction, engineering, infrastructure and petrochemical projects. Additionally, he has delivered bespoke training sessions for contractors on topics such as NEC3, NEC4 and recordkeeping.
Michael holds a Masters’ degree in Construction Law from the University of Strathclyde and is also an accredited Royal Institution of Chartered Surveyors (‘RICS’) Assessment of Professional Competence (‘APC’) assessor and a member of the Academy of Experts.
