Raquel Rocha

Raquel Rocha is a Senior Director in FTI Consulting’s Strategic Communications segment. Raquel has more than 15 years of experience in project management, research, consulting and teaching focused on policy analysis, decision making, regulation, lobby and advocacy and political risk.

Prior to joining FTI Consulting, she served both in the State Government and City Hall of São Paulo in their investment promotion agencies. During the COVID-19 pandemic, she was part of the crisis committee of the Government of São Paulo where she contributed to actions such as the obligatory mask legislation, Plano São Paulo, prospecting and managing donations from foreign countries and attracting funds for the new Butantan vaccine production line.

In the city, Raquel acted towards collection and improvement of economic development data, reducing local business environment bureaucracy and regulation of the online betting industry both in the federal and municipal arena, contributing to a reduction in the municipal service tax (the ISS). In academia, her focus is decision making processes and political risk. She also lectures on risk analysis and scenarios in Fundação Getulio Vargas’ M.B.A. in Government Affairs program. 

Raquel speaks Portuguese, English and Spanish.

Relevant Experience:

• Worked extensively in São Paulo´s economic development issues, including investment attraction, economic recovery post-COVID, incentives for retrofit projects, skilled labor force, public and private projects and concessions (health, education and mobility infrastructure) and regulation of online betting
• Author of “Food, Human Security and International Relations: Relations of Humanity?” in Food Security and International Relations: Critical Perspectives from the Global South, published February 2022 by Editora UFPB and Ibidem
