Ugo Okpewho

Ugo Okpewho is a Managing Director at FTI Consulting and a healthcare actuary with more than 25 years of experience advising health insurers, healthcare providers, private equity investors and legal counsel on complex financial, actuarial and regulatory matters. Ugo’s expertise spans healthcare financial performance, value-based care, risk adjustment, pricing and reserving, as well as forecasting, transaction advisory and litigation support across commercial insurance, Medicare Advantage, Medicare Part D, Medicaid and Affordable Care Act (“ACA”) markets.

Ugo works with healthcare organizations to evaluate and improve the financial performance of risk-bearing arrangements, including accountable care organizations (“ACOs”), provider-payer contracts, capitation models and shared savings programs. His work includes assessing medical cost and utilization trends, risk-adjusted revenue, contract economics, financial sustainability and opportunities to improve profitability. He helps health systems, physician organizations and health plans translate complex actuarial findings into actionable financial and operational strategies. Ugo also advises clients on healthcare transactions, financial due diligence and strategic investment decisions. He evaluates the underlying economics, financial risks and performance drivers of healthcare businesses, including physician practices, value-based care platforms and other payer- and provider-focused organizations. His analyses support transaction decisions, financial forecasting, contract negotiations and post-transaction performance improvement.

In disputes and litigation, Ugo provides actuarial expert analysis and testimony involving healthcare pricing, reimbursement, risk adjustment, claims liabilities, financial reconciliations and damages. His experience includes matters involving ACA and Medicare programs, pharmacy benefit managers (“PBMs”), payer-provider contractual disputes, healthcare financial settlements and insurance-related financial obligations. He assists legal counsel in evaluating complex actuarial methodologies, quantifying financial impacts and communicating technical findings in litigation and regulatory proceedings.

Ugo brings extensive experience in traditional health actuarial functions, including premium and capitation rate development, incurred but not reported (“IBNR”) reserves, medical expense forecasting, risk-adjustment settlements and financial reporting. He has developed and reviewed actuarial models supporting commercial and government-sponsored healthcare programs and advised organizations on the financial implications of evolving reimbursement policies and regulatory requirements.

Prior to joining FTI Consulting, Ugo served as Healthcare Advisory Actuarial Leader at BDO, where he helped establish and grow the firm’s healthcare actuarial advisory capabilities. Previously, he held senior actuarial leadership positions at Aon/Cammack Health, Horizon Blue Cross Blue Shield of New Jersey and Medco Health Solutions, with responsibilities spanning actuarial operations, financial forecasting, Medicare Part D, ACA implementation and healthcare risk management. Earlier in his career, he worked at PricewaterhouseCoopers and CareFirst BlueCross BlueShield.
