About Jordan
Jordan Ying is a Senior Director in the Construction Solutions practice within FTI Consulting’s Forensic & Litigation Consulting segment and is based in Dubai. With more than 25 years of experience handling diverse complex projects, including 15 years in the Middle East, Jordan has worked as a delay analyst and claim consultant on large-scale, high-value projects in the UK, Europe, Asia, Africa and the Middle East, leveraging his bilingual proficiency in English and Chinese.
Jordan specializes in delay and disruption analyses, planning reviews, program audits, defending extension of time (“EOT”) claims and preparing expert reports for adjudication, arbitration and litigation. His work spans power sectors (nuclear, oil and gas, coal, solar PV, hydropower), oil and gas facilities, petrochemical plants, roads and bridges, metro and rail, and residential/commercial developments (shopping malls, offices, hotels). Jordan handles complex construction issues, identifies core disputes and provides clear views on project performance by blending management, construction and legal know-how. He also offers extensive live-project advisory services.
Jordan holds a B.Sc. in Electrical Engineering, an M.Sc. in Project Management, a Pg.Dip. in Law of Arbitration and an LL.M. in Construction Law and Adjudication. Additionally, he has received the Legal Experience Training Advanced Professional Award in Expert Witness Evidence (“LETAPAEWE”) and is a Fellow of the Chartered Institute of Arbitrators (“FCIArb”) and a RICS Registered Expert Witness.
Relevant Experience:
- Appointed by the owner of a USD20 billion UAE nuclear power project to investigate delays and support litigation prep against the prime contractor; applied contemporaneous windows, float mapping and time impact analyses to identify delay causes across schedules; reviewed contractor/subcontractor claims and formulated rebuttal responses
- Led assessment and defense of a main contractor’s claim for a 110MW concentrated solar power (“CSP”) plant in the UAE that uses steam for energy; defended an EOT claim due to booster heater fire damage and other delays; conducted delay analysis to prove contractor’s fair entitlement
- Appointed by the main contractor to carry out an assessment on the contractor’s entitlement to an EOT claim and additional costs for a USD100 million psychiatric hospital project; involved all aspects of the delay analysis and delay events investigation
- Provided claims and arbitration support services in relation to an AED1 billion mall extension; involved an independent assessment of the contractor’s claim for an EOT and additional costs, as-built program verification, delay events investigation, the assessment and creation of fragments, the implementation of windows analysis and report drafting
- Appointed by the engineering, procurement and construction (“EPC”) contractor to carry out an assessment on the contractor’s entitlement to an EOT and additional costs for a USD3.3 billion crude oil pipeline project; involved all aspects of the delay analysis
