Kevin Wellenius is a Managing Director at FTI Consulting and is part of the Energy, Power and Products practice in the Economic Consulting segment. He has over 20 years of consulting experience in electricity markets in the United States and abroad.
Mr. Wellenius currently focuses his practice on wholesale electricity markets in the western United States and Canada, including the CAISO organized markets and the bilateral markets in the rest of region. He has been deeply involved in the inception and evolution of the real-time Energy Imbalance Market, as well as other efforts to establish organized markets in the west. Mr. Wellenius advises clients regarding market design initiatives and regulatory policy.
Mr. Wellenius has provided expert witness testimony and litigation support in various power-sector proceedings before FERC, primarily related to allegations of market manipulation or other misconduct. He has also testified in multiple transmission rate proceedings. Mr. Wellenius has been involved in private arbitration related to contract disputes for co-generation facilities, as well as damages related to contract termination. In a state court jury trial, Mr. Wellenius testified regarding complex utility transactions.
Mr. Wellenius has also led multiple projects involving the valuation of generation projects, primarily hydroelectric facilities. These projects included supporting bidders in privatization auctions in Colombia and Panama and the potential development of new natural gas and hydroelectric projects in Colombia, Peru and Mexico. Mr. Wellenius also provided valuation support for several financing and refinancing efforts related to generation projects in Latin America.
Mr. Wellenius holds a B.Eng. in Civil Engineering from Imperial College of Science and Technology in England and S.M. degrees in Technology and Policy and in Civil and Environmental Engineering from the Massachusetts Institute of Technology.
