About Steven
Steven Casey brings nearly two decades of experience advising federal and state governments, regulators, boards and executives in Australia and internationally.
Steven’s expertise spans economic reform and public policy; infrastructure investment and strategy; evaluation and impact measurement; digital transformation, data and AI; service delivery reform; and large-scale transformation programs. He has led complex reforms and multibillion-dollar investment initiatives, combining policy and economic insight with practical delivery experience.
Prior to joining FTI Consulting, Steven was Head of Public Sector and Data & AI Consulting at Quantium Telstra. He also spent more than a decade at KPMG Australia, where he was a leader in the Economics & Policy practice supporting infrastructure, government and healthcare clients. Earlier in his career, he served as an advisor to Commonwealth Ministers on national reform, funding frameworks and economic and fiscal strategies. His international experience spans New Zealand, Canada, Asia Pacific and EMEA.
Relevant Experience:
- Developed business cases, economic and financial analysis, modelling and appraisal tools, implementation plans and assurance reviews for major housing (including affordable housing), transport, energy, health, education, justice, human services and urban development programs
- Designed reforms to streamline processes, reduce compliance costs and embed outcome-based approaches across sectors
- Led initiatives that reshaped government services, from integrated digital platforms and smart infrastructure strategies to advanced analytics and AI, and modernised delivery, improved resilience and built public trust
- Delivered reforms across disability, housing, child protection, family violence, mental health and education, spanning new service models, implementation and evaluation
- Designed strategies and business cases for electricity markets, energy transition, climate resilience and sustainable infrastructure
- Developed market reforms, competition frameworks and pricing models, cost allocation and market structure analysis
- Built frameworks and methodologies to assess outcomes and benefits of major programs, strengthening accountability and guiding investment decisions
