Charlene MacDonald serves as Head of the Healthcare & Life Sciences sector in the Americas. Ms. MacDonald has nearly 20 years of experience navigating complex healthcare issues at the nexus of business, government, and finance.
In this role, Ms. MacDonald advises clients on the development and execution of public affairs and stakeholder engagement strategies related to legislation, government investigations and regulatory policy. She frequently provides counsel to clients on matters concerning health policy and health economics, harnessing the power of data to develop compelling messaging campaigns.
Prior to joining FTI Consulting, Ms. MacDonald spent nearly eight years on Capitol Hill, serving key Democratic leaders in Congress. As Senior Policy Advisor to House Democratic Whip Steny Hoyer (D-MD), she played a key role in shaping Congressional Democrats’ strategy related to health policy, including health reform, drug pricing and public health issues. Ms. MacDonald also served as Senior Policy Advisor for Medicare & Social Security at the Senate Budget Committee and as Deputy Chief of Staff to Representative Allyson Schwartz (D-PA). During her time on Capitol Hill, Ms. MacDonald was instrumental in the drafting, negotiation and enactment of numerous bipartisan health bills ranging from the 21st Century Cures Act to the Medicare and CHIP Reauthorization Act (MACRA).
Ms. MacDonald’s government experience also includes the Massachusetts House of Representatives, where she served as a research analyst for the Committee on Community Development and Small Businesses. In the private sector, Ms. MacDonald has held positions with several prominent healthcare trade associations including the American Association of Orthopedic Surgeons, American Osteopathic Association and American Clinical Laboratory Association.
Named an “Emerging Health Care Leader” by Politico, Ms. MacDonald maintains relationships with key healthcare policymakers, stakeholder organizations and journalists across the country. Ms. MacDonald holds a M.P.P. from the Harvard Kennedy School and undergraduate degrees in Political Science and Sociology from Lake Forest College.
