FTI Consulting Appoints Veteran Capitol Hill Strategist as Managing Director Within Strategic Communications Segment
Russ Kelley Tapped to Bolster Government Affairs Offering
Washington, D.C., July 28, 2021 — FTI Consulting, Inc. (NYSE: FCN) today announced the appointment of Russ Kelley as a Managing Director in the Government Affairs practice within the Strategic Communications segment. Mr. Kelley will advise clients through corporate and legislative matters as they navigate an increasingly complex regulatory and political landscape. He will be based in Washington, D.C., and report to Bryan Zumwalt, Head of Government Affairs in the Americas within the Strategic Communications segment.
“With more than 15 years of experience on Capitol Hill in senior Democratic leadership and House Transportation and Infrastructure Committee roles, Russ brings deep subject-matter and political expertise to our team,” said Mr. Zumwalt. “His track record providing counsel to members of Congress, passing major pieces of legislation and advising industry and other key stakeholders will deepen our Government Affairs offering, as we continue to mitigate risk and manage challenges and opportunities for clients both inside and beyond the Beltway.”
Mr. Kelley joins FTI Consulting from the American Chemistry Council, where he advised executives and industry leaders on their approach and engagement with members of Congress and administration officials. As the lead Democratic lobbyist, he helped develop and deploy results-driven strategies to advance industry priorities on sustainability, recycling and marine debris, chemical products regulation and appropriations.
Previously, Mr. Kelley served as Full Committee Counsel to the Committee on Transportation and Infrastructure, advising Chairman Peter DeFazio on House and committee rules and procedure, developing legislative proposals and negotiating legislative text with congressional, administration and external stakeholders. He has advised on matters including the Fixing America's Surface Transportation Act, Federal Aviation Administration Reauthorization Act, expansion of the Surface Transportation Board, pipeline safety legislation, Coast Guard reauthorization and the National Defense Authorization Act.
Mr. Kelley also served as the Chief Leadership Strategist and Floor Director for House Democratic Caucus Vice Chair Linda T. Sánchez. He began his career on Capitol Hill as a Communications Specialist for Speaker Nancy Pelosi and for Senate Majority Leader Tom Daschle.

Mr. Kelley graduated from Transylvania University with a B.A. in sociology and has a J.D. from Willamette University College of Law.
