Amine Wehbe has more than 13 years of professional experience focusing on development finance. Amine helps development funds, banks and government entities unlock public, private and third sector capital for economic development. His expertise spans strategy development, business model enhancement and operating model enhancement.
Amine has led the development of feasibility studies and business cases for innovative financial solutions across diverse sectors, including international trade, tourism, technology, education and space. He has experience in establishing financial institutions and programs end-to-end, such as defining business models, designing operating structures and securing capital and regulatory approvals. Amine has advised multiple institutions on identifying market gaps and underserved segments, segmenting their beneficiaries and designing tailored product and service offerings.
Because of his experience with development banks and funds, Amine understands how to balance financial sustainability and socio-economic impact. He helps institutions model, forecast and report their development outcomes as well as integrate impact objectives into strategic and portfolio planning. He advises on defining institutional risk appetite and translating it into comprehensive risk management frameworks that guide investment and operational decision-making. He is also well-versed in Shariah-compliant financial instruments, including lending, guarantees, equity and grants.
Relevant Experience:
- Created concept design for an Awqaf bank, leveraging Islamic Endowments as the source of funding to provide development finance to the Pilgrims' Experience sector
- Developed a feasibility and business case for an Export-Import (“EXIM”) Bank in the GCC to address a financing gap and provide an end-to-end set-up
- Designed an endowment fund, including investment strategy, operating model and legal set-up options, to provide an additional funding to the culture sector and grant programs
- Developed new strategies for a national development fund, including an ESG roll-out plan for related funds and banks, a three-to-five-year plan to refresh their strategy & operating model and an assessment of financing gaps across target sectors and segments
- Developed a three-year product portfolio roadmap for a tourism development fund, detailing debt, equity and guarantees to balance strategic priorities
