About Andrew
Andrew Mellor is a Chartered Quantity Surveyor, quantum expert witness and claims practitioner with 30 years of construction experience working in private practice and for contracting organisations. Andrew spent 25 years of his career providing expert quantum services and claims advice; preparing, evaluating and resolving claims; managing the claims/dispute process; and supporting those participating therein.
Andrew has been appointed as a quantum expert on multiple occasions and has provided testimony through cross-examination as well as witness conferencing/concurrent evidence (‘hot-tubbing’). Andrew is recognised in Lexology Index’s (formerly Who’s Who Legal) Construction Expert Witnesses list for his high quality, well-structured and thorough expert opinions. He demonstrates thorough knowledge on his specialised work as a quantum expert, giving evidence in a fair and balanced manner and earning the confidence of tribunals.
Andrew’s sector experience includes high-rise buildings, schools, hotels, hospitals, airports, process plants, nuclear decommissioning works, power stations, oil and gas, major tolled motorways, bridges and pipelines. He has extensive working knowledge of numerous major domestic and international contract forms, including FIDIC, NEC, ICE, JCT, GC-Works, JBCC and GCC, in addition to bespoke EPC forms.
As a competent presenter, Andrew regularly conducts seminars on issues spanning delay analysis, extensions of time, risk allocation under domestic and international forms of contract and the assessment of entitlement to additional payment in the context of delay, changed circumstances and acceleration.

- High Rise Residential and Commercial Tower, UAE: Quantum expert appointed to provide opinion on valuation of claims and counterclaims relating to prolongation, variations, increased labour costs
- Hotel and Mall Project, UAE: Quantum expert appointed to provide opinion on valuation of claims, disputed variations and counterclaims
- Airport Terminal Project, UAE: Quantum expert appointed to provide opinion on valuation of claims and counterclaims relating to prolongation, variations, loss of opportunity, disruption, termination and costs of completing the works
- Airport Terminal Project, Oman: Appointed by contractor on baggage handling system package to prepare claims in contemplation of arbitration to support extensions of time and additional costs arising out of variations, changed circumstances and coordination issues flowing from other adjacent work packages
- Oil Refinery Project, Kuwait: Appointed by contractor to prepare claims in contemplation of arbitration to support extensions of time and additional costs arising out of delay, variations, changed circumstances and disturbances to regular progress/reduced efficiencies, in connection with a USD855 million EPC package and contract
- High Rise Residential and Commercial Tower, UAE: Appointed by contractor to prepare claims to support extensions of time and additional costs arising out of delay, variations and acceleration
