He has been instrumental in shaping and implementing successful strategies that drive organizational growth and development.

Bilal has led various strategic and developmental initiatives in Saudi Arabia (“KSA”) and the Gulf Cooperation Council (“GCC”) region. He has successfully led the urban regeneration strategy development for two districts in a major city in KSA, designed the strategy and business model for an urban observatory and supported the development and refresh of a regional development strategy. In addition, he has played a key role in establishing and activating strategy management offices, designing external governance frameworks and facilitating institutional transformations for regional development authorities.

Bilal has also demonstrated his proficiency in developing strategies, business plans and engagement models for municipal companies and major cities in KSA. He has extensive experience in conducting business cases and operating model designs across various sectors in KSA and the GCC, ensuring a balance between market demands, operating strategies and prudent economics.
