About Elizabeth
Elizabeth Goodman is a Senior Managing Director for the Healthcare & Life Sciences practice within the Strategic Communications segment at FTI Consulting. Dr. Goodman has more than 30 years of experience in healthcare, health insurance, law and policy at the state and federal levels, such as Medicare, Medicaid and long-term services and supports. She holds a unique blend of legal, public health and business expertise with a deep understanding of regulatory and operational challenges facing healthcare payers and providers.
Based in Washington, D.C., Dr. Goodman advises healthcare and life sciences payers and providers on navigating the increasingly complex and polarized business environment. She uses strategies and solutions that integrate public affairs, public policy and advocacy, legal and business insights and governance considerations to guide C-suite, boards and senior executives. She focuses on helping them balance competing goals, including enhancing brand equity; managing stakeholder expectations and relationships; mitigating financial and reputational risks; minimizing political and regulatory pressures; enhancing executive profiles; and developing thought leadership.
Prior to joining FTI Consulting, Dr. Goodman served as Chief Legal and Public Affairs officer at Commonwealth Care Alliance (“CCA”) where she was responsible for CCA’s legal, public relations, public policy, federal and state government affairs and vendor management. She also served as the company’s Corporate Secretary. Prior to that, she served as Executive Vice President of Government Affairs and Innovation at America’s Health Insurance Plans (“AHIP”), the national trade association representing the health insurance industry. She served as Chief of Long-Term Services and Supports for MassHealth, and Vice President of Public Policy and Government Affairs and Vice President of Managed Long-Term Care for WellCare Health Plans.
Earlier in her career, Dr. Goodman was a Director of State Government Affairs for Genentech. As a practicing lawyer with Holland & Knight, she represented healthcare and biotech entities.
Dr. Goodman holds a B.A. in political science and religion from Trinity College, an M.S.W. in social work from University of Maryland, a J.D. in health law from University of Maryland and a DrPH in health leadership from University of North Carolina, Chapel Hill. Currently, she is an adjunct professor for health policy and management at University of North Carolina, Chapel Hill.
Relevant Experience:
- Led strategic federal advocacy planning and implementation at CCA, AHIP and WellCare to advance innovative solutions for health care affordability, value-based care and consumer well-being through policy
- Led advocacy related to the repeal of the health insurer fees and Cadillac tax, passage of Enhanced Marketplace subsidies included in the American Rescue Plan Act (“ARPA”), protection of the Medicare Advantage program and advances in telemedicine coverage
- Directed advocacy strategies at state and federal levels on key health care issues, including Employee Retirement Income Security Act (“ERISA”) preemption, AI regulation in insurance and proactive alliance development with other trades and key caucuses
- Oversaw the management, fundraising, event planning and implementation of AHIP’s Political Action Committee (“PAC”) and WellCare’s PAC
- Served as Staff Director of the Florida Legislature’s Commission on Long Term Care
