About Fabien
Dr. Fabien Roques is an Executive Vice President in Compass Lexecon’s Paris office and the Head of the European Energy Practice. He is an economist with deep expertise of the energy and utilities sectors. His expertise spans a range of competition, litigation and regulatory issues including disputes and competition cases, regulatory and commercial due diligence.
Fabien is a recognized authority on utilities’ regulation and electricity, gas and carbon market design. Over the past 15 years, he has worked on numerous tailored assignments for clients including lawyers, regulators, utilities, renewables project developers and operators, and financial investors.
Previously Fabien has held positions with the International Energy Agency and with the energy consultancy IHS Cambridge Energy Associates, where he led the European power, gas and renewables team. He holds a Ph.D. in Economics from the University of Cambridge and an M.Sc. in Engineering from Ecole Centrale Lyon.
Fabien has authored numerous publications on the utilities industry and related regulatory issues in both practitioners and academic journals.
Fabien is also an Associate Professor in economics at the University Paris Dauphine and at the Florence School of Regulation where he teaches and contributes to the research of the European Electricity Market Chair on electricity markets and utilities’ regulation. He is also a research associate of the Cambridge University Energy Policy Research Group.
