Ghali Naji

Ghali Naji has more than 11 years of consulting & industry experience with a focus on municipal affairs, organizational design and public private partnerships (“PPP”). Ghali has extensive experience in the Saudi public sector thanks to his extended time at Saudi Aramco.

Ghali has advised a wide range of entities and stakeholders including the center of government, development funds and multiple entities within the municipal ecosystem. He has developed strategies and masterplans for KSA government entities, along with establishing key operating entities in the semi-government sphere.

Ghali specializes in strategic planning, policy design and business development in the public sector. Additionally, he brings in unique experiences in stakeholders advisory, having set up and activated various decision support and executive offices.

Relevant Experience:

• Led business case detailing and negotiations with a national privatization center to execute a municipal PPP activation plan involving three major services and more than 10 cities in the KSA
• Designed and detailed the strategy and service portfolio for a municipally owned company in a major capital in a Gulf Corporation Council (“GCC”) and led the design and activation of three major municipal services (end-to-end process)
• Designed, activated and led a mayoral office for a Gulf Corporation Council (“GCC”) capital, overseeing decision support, leadership affairs functions, and municipal services review and optimization
• Conducted a five-year strategy refresh for a GCC social development bank, including updating the financial sustainability outlook, refreshing the product portfolio refresh and supporting their collaboration with Ministry of Finance (“MoF”)
• Led the maintenance activities, contractor’s oversight and review functions for the oldest crude oil refining plant in the KSA, which processes 500 thousand barrels of oil per day
