About Joshua
Joshua Baca is a Senior Managing Director in FTI Consulting’s Strategic Communications segment, specializing in public affairs and advocacy for clients in the industrials sector. Mr. Baca advises organizations on strategic communications, reputation management and government engagement, drawing on two decades of experience at the intersection of industry, policy and public perception. He has been recognized for his strategic advocacy for businesses in highly regulated industries, as well as expertise in stakeholder engagement, reputation management and resilient communications platform building amid a complex and changing policy, regulatory, litigation and economic environment.
Mr. Baca has led complex advocacy, sustainability and crisis communications initiatives supporting multinational corporations, trade associations and coalitions. His work spans executive-level advisory, media, coalition-building and rapid response across local, state and national platforms. Known for his ability to align business objectives with public policy outcomes, he helps clients navigate high-stakes regulatory environments and build trusted relationships with stakeholders.
Before joining FTI Consulting, Mr. Baca founded Resilient Partners, a government and public affairs firm advising high-profile industrials industry clients on communications and advocacy strategy. He previously held senior leadership roles at the American Chemistry Council and the American Beverage Association, where he directed large-scale sustainability and public engagement campaigns focused on plastics, leveraging a combination of expertise in legislative and regulatory advocacy, sustainability and technical affairs and strategic communications.
Earlier in his career, Mr. Baca led public affairs operations for Marathon Strategies in Washington, D.C., held leadership roles at DDC Public Affairs, and managed and served in government and political roles, including National Coalitions Director for Governor Mitt Romney’s presidential campaign. He began his career on Capitol Hill as a legislative aide.
Mr. Baca holds an M.A. in Government with a concentration in Political Communication from Johns Hopkins University and a B.A. in Political Science with a minor in Economics from Texas Tech University.
