About Loïc
Loïc Valognes is a Senior Director in FTI Consulting’s Construction Projects & Assets practice, based in Paris. With more than 30 years of experience in industrial construction projects, Loïc serves as a quantum and technical expert witness in dispute resolution, arbitration and strategic advisory services, particularly in the energy, gas and liquefied natural gas (‘LNG’) sectors.
Prior to joining FTI Consulting in 2018, Loïc spent 24 years in technical and commercial leadership roles within major engineering and construction firms, namely Technip (Now Technip Energies) and Chicago Bridge & Iron (now McDermott’s Onshore Business), in home offices in Paris, London and Rome and at site in France, the Middle East and Asia. He worked on large-scale, complex projects across Europe, Africa, the Middle East, Asia and the Americas, including LNG export/import terminals, floating LNG and oil and gas production facilities. His expertise spans process engineering, project cost estimation, contract and risk management and complex international project execution.
Loïc is a recognised CAPEX and cost estimating expert, having contributed to more than 50 major projects totalling more than $220 billion in investment. He is proficient in AACE methodologies and has extensive experience across all project phases — from conceptual design to final investment decision, including engineering, procurement, fabrication, construction, commissioning and performance testing.
In recent years, Loïc has focused on dispute resolution and strategic project advisory. He provides expert testimony, analysis on CAPEX, quantum and technical issues, supports clients in assessing investment decisions at pre-FID stages and helps navigate complex project challenges related to delays, disruptions and cost overruns. His hands-on understanding of project dynamics makes him a trusted advisor in high-stakes industrial developments.
Relevant Experience:
- Testified as a quantum witness expert with reports including, extension of time, additional works, unlawful termination and related quantum claims, for a general civil and electromechanical contractor, for a COVID-19 delayed project, as part of an arbitration by the ICC in Paris
- Appointed technical witness expert with reports regarding nonconformities of a major cryogenic refrigeration compression package having caused delay and over cost to a main Contractor in charge of the cryogenic refrigeration plant (part of an €11 billion project), as part of an arbitration by the ICC in Paris
- Provided a national oil company with CAPEXAACE Class 2 estimate valuation and benchmarking services in relation to a final investment decision for an important upstream natural gas production and treatment project, including an offshore and onshore package, subsea pipelines (400 kms) and onshore pipelines ($17.4 billion)
- Led a three-dimension delay, technical and financial/quantum due diligence, including a sites’ visit, for five photovoltaic farms for an aggregate 180 MWh installed capacity, performed for the lenders of the owner following the termination of the main contractor’s EPC contracts due to liquidated damages for delays cap exceeded and alleged gross negligence and wistful misconducts
