About Paul
Paul Dioguardi has more than 25 years of experience in federal and state public affairs advocacy, healthcare policy, political strategy and government. Mr. Dioguardi’s extensive experience in healthcare is highlighted by his key role in the implementation of major components of the Affordable Care Act (“ACA”), including Medicaid expansion, regulatory reforms, Health Insurance Marketplaces® and other initiatives. He has played leadership roles in significant U.S. Department of Health and Human Services (“HHS”) policies and programs, including Medicare, pandemic preparedness and response, public health, behavioral health and children and families issues. At FTI Consulting, Mr. Dioguardi helps clients navigate complex policy, regulatory and commercial challenges and opportunities.
During the Obama Administration, Mr. Dioguardi served as the Director of the Office of Intergovernmental and External Affairs at the U.S. Department of Health and Human Services. In this role, he led the Department’s engagement with state governments and other national stakeholders on the development and implementation of the major components of the ACA and other significant priorities. In other roles, he was a Partner at Forbes Tate Partners, and has worked closely with elected officials, nonprofit leaders and advocates throughout his career, often during the most consequential events in American politics. He has worked on four U.S. presidential campaigns, as well as numerous other national, state and local political and issues-based campaigns. Additionally, he worked at the Democratic Governors Association as National Political Director.
Earlier in his career, Mr. Dioguardi helped build a groundbreaking national campaign to raise awareness and action around global poverty issues. In various roles — including National Field Director at Debt, AIDS, Trade, Africa (“DATA”) and Executive Vice President and Acting CEO at ONE, the advocacy organizations founded by U2 lead singer Bono — Mr. Dioguardi spearheaded a multiyear, multifaceted effort that rallied millions of Americans to call for greater U.S. support for reducing extreme global poverty.
Mr. Dioguardi holds a B.A. in political science from Boston College and an M.A. in public administration from Harvard University.
