Russ Kelley is a Managing Director in the Strategic Communications segment in FTI Consulting, and he is based in Washington, D.C. Mr. Kelley is a member of the Government Affairs practice.
Mr. Kelley brings to FTI Consulting more than a decade and a half of Capitol Hill experience, where he served in leadership and committee senior staff roles. He was the chief leadership strategist and floor director for House Democratic Caucus Vice Chair Linda T. Sánchez. Prior to that, he was the full-committee counsel to the Committee on Transportation and Infrastructure where he advised Chairman Peter DeFazio and committee members on House and committee rules and procedure, and developed legislative proposals and negotiated legislative text with Congressional, administration, and external stakeholders, including the FAST Act, FAA reauthorization, expansion of the Surface Transportation Board, pipeline safety legislation, Coast Guard reauthorization, and the National Defense Authorization Act (NDAA).
Before joining FTI Consulting, Mr. Kelley was the Director of Federal Affairs for the American Chemistry Council (ACC) and was the lead Democratic lobbyist responsible for a portfolio of issues that included sustainability, recycling and marine debris, chemical products and panels, and appropriations.
Mr. Kelley began his career on Capitol Hill as a communications specialist for Speaker Nancy Pelosi, as well as Senate Majority Leader Tom Daschle. He graduated from Transylvania University with a B.A. in sociology and has a J.D. from Willamette University College of Law, graduating cum laude.
