One of the objectives of the Papua New Guinea (‘PNG’) government’s ports reforms was to improve the performance of stevedoring and handling services to drive international competitiveness. Since 2018, ICTSI South Pacific has operated PNG’s two major international terminal facilities at Lae and Motukea.
FTI Consulting undertook a benchmarking study comparing stevedoring and handling charges at Lae and Motukea with charges at 10 international comparator ports across East Asia and Oceania drawing on publicly available data for stevedoring and handling charges levied in 2025.
Our Impact
- FTI Consulting’s reliance on a publicly available and transparent methodology provided confidence that our analysis and findings were independent and unbiased.
- Our analysis demonstrated that stevedoring and handling charges at Lae and Motukea are internationally competitive.
- We provided key stakeholders with briefing opportunities to understand the key findings, building confidence in the results.
Our Role
- FTI Consulting identified a broad set of comparable ports to support reliable conclusions being formed.
- We applied our knowledge of global ports sector operations and charging practices to identify comparable international charges to benchmark.
- We supported engagement with key stakeholders, including presenting the findings of our independent reports to industry, regulators and government officials.
