About Caitlin
Caitlin Holmes is a dynamic and accomplished executive with more than 20 years of expertise in financial management, risk, controls, compliance, strategy and project management. Known for her hands-on leadership style, Caitlin collaborates closely with teams and clients to deliver exceptional results and value, consistently exceeding expectations. She advises executives and clients in both public and commercial sectors.
As a seasoned Certified Public Accountant (“CPA”) with extensive Big Four audit experience, Caitlin brings a unique perspective to financial management. She evaluates business processes with an auditor’s lens, ensuring they withstand regulatory scrutiny, and applies her expertise to program design and implementation. Caitlin has adapted Porter’s Five Forces model for strategic applications in public sector organizations and has led strategic assessments and planning initiatives for various clients, utilizing tools such as scenario planning.
With more than 16 years in the financial services sector, Caitlin has worked extensively with federal regulators, including the Federal Deposit Insurance Corporation (“FDIC”), National Credit Union Administration (“NCUA”), Consumer Financial Protection Bureau (“CFPB”), Federal Reserve and SEC, providing consulting and advisory support focused on program operations, risk management, compliance and business process enhancement. She also possesses significant experience with the resolution and receivership processes at the FDIC and NCUA.
Caitlin excels in challenging leadership roles, emphasizing communication, decision-making and change management to foster buy-in. An organized leader and skilled problem-solver, she balances multiple initiatives while using detailed analyses to drive informed decisions.
Previously, Caitlin served as a Partner at Guidehouse from 2018 to 2024, following her tenure at PwC from 2003 to 2018, where she held various positions across multiple practices. She successfully went through the partner process at PwC in May 2018, shortly before the Public Sector Practice’s acquisition by Veritas Capital, which led to the formation of Guidehouse.
Relevant Experience:
- Pandemic Relief Program stand-up: executed program design strategy, business process development, technology development, call center stand-up and operations and risk, controls and compliance; the program began disbursing funds within four weeks
- FDIC Silicon Valley Bank (“SVB”) resolution support: led a team of 30 people, responsible for performing Pro Forma accounting and reconciliation to support the SVB resolution
- Department of Education and Office of Federal Student Aid internal controls and improper payments assessments: conducted internal controls and improper payments testing and reporting on an annual basis
- Federal Reserve Board of Governors budget strategy assessment
- Student loan servicer strategy and operations: led a series of business process improvement projects, including a Lean Six Sigma assessment and risk/compliance management assessment/recommendations
