Joe Perkins

Joe Perkins is an expert economist with 20 years of experience as a professional economist in academia, consulting and government.

Joe advises clients on regulatory and competition matters, with a focus on digital, energy and regulated utilities. Prior to joining FTI Consulting, Joe was the head of research and senior vice president at Compass Lexecon. From 2016 to 2020 he was chief economist at British energy regulator Ofgem, where he was responsible for overall analytical strategy and quality assurance, and analysis of energy sector developments.

Prior to this, Joe was director for regulation, consumers and competition at the National Audit Office, responsible for value for money audits of economic and financial regulation and the competition and consumer protection regimes. He began his career as an economist at HM Treasury.

Joe earned an M.Phil. in Economics with Distinction from Oxford University, where he was a prize fellow in economics at All Souls College. He is a Bye-Fellow in economics at Queens’ College, Cambridge, and publishes regularly in academic journals.

Relevant Experience:

• Digital: Expert witness in UK class action lawsuit on behalf of app developers in Ennis v. Apple; advised Spotify in the context of the European Commission’s investigation into potential market abuse; and expert evidence on the value of data in Dutch data privacy class action lawsuit DPS v. Facebook
• Energy: multiple projects providing advice and detailed impact assessment and modelling on potential reforms to GB wholesale markets for NESO, Ofgem and Octopus Energy; and advised several leading financial market participants on energy asset transactions
• Other utilities: expert advice on competition issues raised in UK competition class action lawsuit Roberts v. Water Companies; advice and modelling on application of special merger regime in the water sector and approach to the assessment of efficient costs for Ofwat; and analysis of different approaches to measuring the impact of Ofcom’s work on consumer welfare
